These include Lot 1 – from Pond Case to Bwa Diable; Lot 2 – from Bwa Diable to Castle Bruce; Lot 3 – from Castle Bruce to Petite Soufriere and Lot 4 – Castle Bruce to Hatton Garden via the Kalinago Territory. The Pre-engineering and Design phase rehabilitation of the segmented 43.3 KM of roads of these roads, to include social and environmental assessments within the project area, has been advanced with the award of a contract to the Spanish engineering firm of Tecnica & Proyectos S.A. The US$1,097, 425.19 (EC$2,974,022.26) is for a duration of 11 months.Speaking at the launch on Monday 12 March 2018, Dr. Martin Christmas, Health Recovery Liaison Officer in the Ministry of Health and Environment described the work to be undertaken to include mitigation and adaptation considerations, slope stabilization, road realignment and pavement construction.Dr. Christmas also spoke to the need for involvement of local people in this important aspect of the exercise. “Citizens and more specifically land owners as partners in the development process will go a long way towards the success of project,” he said.Permanent Secretary in the Ministry of Planning Gloria Joseph also spoke at the short ceremony and identified a number of issues requiring attention in order to make the final product for these 43.3 kilometers of main road more resilient. According to Joseph, there exists a number of peculiar vulnerabilities to the existing road. Consequently, issues of hydrology and geology associated with the area must be given due consideration in the design stage. She described the start of works as an exciting phase for the Ministry. The project will lead to many benefits as Dominica embarks on the development of a more robust public infrastructure. She identified culverts, slope stabilization, edge failures or resurfacing of roads are all matters to be considered in the design works.Funding for the project is made possible through a combination of grant and soft loan by the World Bank with counterpart funding from the government of Dominica.
